248 to 174 in favor of REPEAL

Amendment #2 – Continue Pay for Military During ShutDown

Unanimous 423-0!  Note that several Democrats changed from Nay to Yea during vote.

One Year Delay, Conscience Clause on Religious & Moral Grounds, CR

With a vote of 231 to 192, the continuing resolution passes with a one-year delay in Obamacare and a new provision that provides employers and insurance providers with a conscience clause to not provide birth control in insurance policies.  2 Democrats, Mathison and McIntyre voted in favor, 2 Republicans voted against the CR.

Rogers, Harold (KY) Amends the expiration date of the CR to be December 15, 2013; makes a technical change to the Eisenhower Memorial Commission provision; adds a new provision to extend the authority for the U.S. to issue Special Immigrant Visas.
Paulsen (MN) Repeals the Medical Device Excise Tax; amends the expiration date of the CR to be December 15, 2013; makes a technical change to the Eisenhower Memorial Commission provision; adds a new provision to extend the authority for the U.S. to issue Special Immigrant Visas.
Blackburn (TN) Provides a one-year delay in implementation of the Affordable Care Act; amends the expiration date of the CR to be December 15, 2013; makes a technical change to the Eisenhower Memorial Commission provision; adds a new provision to extend the authority for the U.S. to issue Special Immigrant Visas.
McCaul (TX) Requires the President, Vice President, Cabinet secretaries, all political appointees, Members of Congress and their staffs—including leadership and committee staff—to enroll in the PPACA health exchanges.
Ross (FL) Extends the requirement for participation in the American Health Benefit Exchange to the President, Vice-President, executive branch political appointees, and employees of congressional committees and leadership offices of Congress (currently, this requirement applies to Members of Congress and their staff). Prohibit any government contribution for the health insurance coverage of such officials and employees.

Ribble (WI)

Requires Members of Congress, the President, Vice President, and political appointees to enroll in the state exchanges and prohibits them from receiving taxpayers subsidies. Prohibits staff from receiving taxpayer subsidies greater than what is available to all Americans.
Cassidy (LA),Scalise (LA) Provides that none of the funds within the Continuing Resolution shall be used to implement Section 205 and Section 207 of the Biggert-Waters Flood Insurance Reform Act of 2012. Section 205 increases flood insurance rates when a home is bought or sold (among other purposes) and Section 207 increases flood insurance rates when FEMA updates/adopts new Flood Insurance Rate Maps.
Cassidy (LA),Scalise (LA) Provides that none of the funds within the Continuing Resolution shall be used to implement Section 207 of the Biggert-Waters Flood Insurance Reform Act of 2012, which increases flood insurance rates when FEMA updates/adopts new Flood Insurance Rate Maps.

Conservatives in the House of Representatives were ready for Harry Reid’s backroom manuevers.  Representative Tom Graves ( @RepTomGraves ) (R-GA), the House author of the Defund ObamaCare continuing resolution took to the stage immediately, along with Representative Jeff Duncan ( @RepJeffDuncan  ) (R-SC) announcing the “Fairness Amendment”, an ObamaCare delay until 2015.  Rubbing Barack Obama’s nose in his “fairness” comments, the author has 61 co-sponsors of his bill.
