NO… MATTER… WHAT.
This promise was not kept. The President said this, or some close variation of it, more than 30 times. He stated it emphatically, with purpose. This is not an example of “misspeaking” where a slightly different meaning is imparted by accident. Nothing in Obamacare is by accident.
